Patient Services Assistant (OA)

Duties and responsibilities include, but are not limited to:
Determining eligibility/entitlement for benefits of all applicants using various methods including income assessments, military documents including separation papers, awards, commendations, computer hospital inquiry (HINQ), Master Patient Index (MPI), Veteran Information System (VIS) and communications with VA Regional Offices or VA Records Processing Centers. Conducts interviews with patients who apply for medical benefits in person. Responsible for entering demographic information, military service, data, insurance, and income information into the VistA system. Communicates extensively with the Health Eligibility Center (HEC) in Atlanta, Georgia for the purpose of resolving conflicts relative to eligibility for healthcare. Submits documents to HEC in support of any changes to the eligibility status and the result priority group including satisfied warrants for fugitive felons. Explore all possibilities on behalf of the veteran prior to making the decision that the veteran is ineligible. Ensure the applicant's file contains ineligible date, ineligible reason, and the ineligible alert to prevent treatment in the future. The incumbent must ensure a letter is prepared to advise the veteran of his ineligibility status and this change in status must be communicated to the healthcare provider. Advise veterans of their entitlements to various medical benefits and discusses co-payment requirements. Provide exceptional customer service by exceeding the customer's expectations. Actively listen to customers with respect and concern. Pay attention to the details of the customer's needs and help the customer arrive at a satisfactory solution. Must be flexible, adaptive, and enthusiastic to exceed the customer's needs. Receiving hardship requests and instructs the veteran on the information required to determine eligibility (requests for hardship are forwarded to Chief, Health Administration Services). Schedule the initial Primary Care appointment accurately. Coordinates patient requests for transfers to the Community Based Outpatient Clinics-Data Analysis and Reporting. Accurately generates patient data cards for veterans through the Veterans Health Identification Card (VHIC) System. Knowledge of the requirements of the VHIC system in order to troubleshoot any reports of undelivered identification cards (e.g. bad addresses, means test due, and enrollment in process pending verification). Monitors enrolled patient data base information on a regular basis to perform updates to health insurance data, income assessments for the Means Test and Pharmacy Copay Exemption programs as mandated by law. Collects health insurance information from all applicants for entry into VistA, scans insurance company enrollment identification cards, and researches employers as needed to obtain complete data when applicants do not have complete information. Abide by provisions of the Privacy Act of 1974, and other applicable laws, federal regulations, VA statues and policy, and VHS&RA Policy. Protects data from unauthorized release or from loss, alteration, or unauthorized deletion; and following applicable regulations and instructions regarding access to computerized files, release of access codes, etc. Work Schedule:

Time-In-Grade Requirement:

For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include, but is not limited to, positions in which the applicant applied/performed the following duties:
Provide administrative support, provides data collection and tracking support related to the administrative and clinical personnel; prepares a variety of materials including letters, memorandums, educational requests, space requests, etc. Note:

Knowledge of the priorities, commitments and goals for he Enrollment and Eligibility Unit, Health Administration Service and the medial center's operating principles to meet the facility's needs as they relate to annual collection goals Knowledge of the Medical Care Cost Recovery (MCCR) requirements as they relate to the Orlando VAMC and processing patients for care. Comprehensive knowledge of various services available at the facility. Due to the wide variety and complexity of the operations, must have a thorough knowledge of the laws and regulations pertaining to eligibility and entitlement for benefits. Must be able to work under considerable pressure and plan workload without halting or interrupting the operation as a whole by showing initiative in completing priority tasks. Must have the ability to work rapidly with a high degree of accuracy. Must be dependable and use good judgment and effectively and properly analyze and evaluate all situations to ensure that the Veteran's welfare is protected. Skill in establishing and maintaining effective working relationship with patients, relatives, and hospital staff. Good communication skills are essential. Must exhibit high skills in oral communication techniques. Particular emphasis is placed on interviewing which is a main responsibility of this position. Must be able to relate and coordinate with individuals of ali socioeconomic and educational levels. Must possess a thorough knowledge of medical center procedures, regulations, physical layout, staff and functions. Skill in interpreting computer generated reports and understanding data processing capabilities. Thorough knowledge of the capabilities and technical operations of VistA, including registration, scheduling and application programs that have been built into it. The skill of a qualified typist is required, as data entry is a main responsibility of this position. Skill in using a calculation program to accurately compute mathematical equations for income assessments, etc. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
