Physician (Chief Medical Officer)

Duties include, not limited to:
Clinical Assures that each patient presenting for care at the clinic receives quality medical care within the limits and resources of the clinic, obtaining referral to another VA facility or VA Community Care, if resources are not available. Works cooperatively with Service Chiefs to assure quality medical care. Directs and supervises the clinical activities of the PC providers in the clinic. Participates in direct patient care and serves as a role model for peers. Directs the provision of employee health services in collaboration with the Employee Health provider. Ensures that staffing, space, equipment and materials, systems, and support services are utilized appropriately to meet the needs of the patients served in the outpatient clinic. Ensures that patients receive care in a safe and therapeutic environment. Ensures that the care of each patient in the outpatient clinic is the responsibility of a qualified and appropriately privileged staff clinician. Works cooperatively with the Orlando VA Medical Center, and other sites of care of the Orlando VA Medical Center. Coordinates care and transfer of care to their facilities, when needed. Administrative Is responsible for enforcement of applicable medical center and outpatient clinic policies, rules and regulations, and medical staff bylaws. Collaboration with Section Chief of Primary Care to support PACT, including monitoring and improving PACT metrics, supporting new initiatives, improving HEDIS measures, attending PACT leadership weekly meetings. Is responsible for meeting the performance improvement requirements of both the Joint Commission and the Department of Veterans Affairs, encompassing the information in the outpatient clinic, and for directing, educating, and involving all staff in these areas in the performance improvement process. Works closely with Quality Management Specialist for strategic planning and performance improvement projects. Completes annual proficiency evaluations of the staff as required. Incorporates provider specific performance improvement data in these appraisals. Participates in the resource allocation process for the outpatient clinic. Has overall responsibility for the safety program and action plan in the outpatient clinic. Participates in the following committees:
Medical Executive, Protected Peer Review, Pharmacy and Therapeutics, Performance Measure Improvement, Performance Improvement, Clinical Informatics, and others as appropriate. Represents the clinic promoting integration of the Outpatient Clinic and the Medical Center. Administrates and enforces all leave policies for the individuals supervised. Collaborates with Section Chief of Primary Care to ensure adequate coverage for Primary Care during staff leave. o Collaborates with Section Chief of Primary Care to fill staff vacancies, including completing CV review and grid development and/or modifications. Completes annual performance evaluations on the Administrative Officer and other staff. Arranges for provider coverage to assume the clinical responsibilities of the Chief Medical Officer during his/her absence. Collaborates with Administrative Officer on facility issues as needed. Collaborates with Service Chiefs on resources, staffing, and space issues. Maintains communication with biweekly phone calls to clinical services. Works closely with the Patient Advocate to improve Patient Experience. Education Is responsible for the oversight of all educational programs in the clinic and participates in the educational programs for primary care. Collaborates with program coordinators/managers to provide training for new initiatives to clinic staff. Uses results of monitoring and evaluation activities in the clinic and clinic improvement activities, as well as in planning the educational programs for the medical staff. Encourages and supports professional growth of staff by approval of authorized absence for conferences and workshops, in accordance with the prescribed guidelines by Human Resources Management Service and ACOS/Education. Is responsible for orientation and training updates of all supervised employees. Ensures that an atmosphere conducive to learning and exchange of ideas is maintained in the clinic in keeping with the mission of the clinic. Work Schedule:

You may be expected to travel for this position. Basic Requirements (All applicants must meet the following basic requirements):
Citizenship:
Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education:
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Licensure:
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. The facility Director may waive this licensure requirement if the physician is to serve in a country other than the United States and the physician has licensure in that country. Residency/Fellowship Training:
Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. English Language Proficiency:
Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Board Certification (Highly preferred):
Board certified or eligible in Internal Medicine. Reference:
VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2, Physician Qualification Standard. Physical Requirements:
Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. This position requires:
light to moderate lifting (15 - 44 lbs); light carrying (15 lbs and under); reaching above shoulder; use of fingers; both hands required; walking (up to 2 hours); standing (up to 2 hours); kneeling (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13 to 16; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted); emotional stability; mental stability; working closely with others; and working alone.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
